Mandatory Qualifications:
The Team collectively shall have at least five (5) years of experience providing IV&V services to federal, state, and local government entities by performing a combination of at least two of the following tasks:
- Observing and assessing tools, artifacts, and activities relating to design, development, coding, testing, databases, and project management.
- Assessment of business, technical, and enterprise architecture artifacts, tools, and environments.
- Developing IV&V monthly activity and task reports; and
- Performing traceability matrix analysis.
- The Team collectively shall have at least five (5) years of experience in the last ten (10) years working either as a direct contributor or as IV&V oversight with Software Engineering on a large-scale software development project. Large-scale is defined as a project with at least one thousand (1,000) system end users at multiple locations and a cost of at least ten (10) million dollars.
- The Team collectively shall have at least five (5) years of demonstrated experience applying the Institute of Electrical and Electronic Engineers (IEEE) Std. 1012 (System and Software Verification and Validation) on an IT project.
- The Team collectively shall have at least five (5) years Project Management experience in all disciplines: Risk and Issue Management, Change Management, Project Scheduling, Contract Management, Resource Management.
- The Team collectively shall have at least five (5) years of experience in the last ten (10) years of Executive engagement and functioning in an advisory capacity.
- The Team collectively shall have at least five (5) years of experience within the past ten (10) years providing Project Management for IT operations, systems and network engineering, data center operations, software selection, software design and development, and technical or functional support on IT projects with the size and scope comparable to CalHEERS.
- The Team collectively shall have at least five (5) years of experience within the past ten (10) years with full project life cycle (Strategy, Concept, Initiating, Planning and Design, Executing, Monitoring and Controlling, Closing), including executive and stakeholder communication.
- The Team collectively shall have at least five (5) years of experience within the past ten (10) years with software environment strategy including web portal, healthcare data management, reporting aggregation, management dashboard, collaborative environments, and content management systems.
- The Team collectively shall have at least three (3) years of experience within the past ten (10) years working on IT projects utilizing Agile software development methodologies based on the principles of Human-Centered Design (HCD) and iterative development.
- The Team collectively shall have at least three (3) years of demonstrated experience applying DevOps for provisioning, operating, and managing distributed application systems on cloud infrastructures on an IT project.
- The Team collectively shall have at least three (3) years of experience performing tasks utilizing at least 2 (two) development life cycles (e.g., waterfall, Agile, iterative).
- The Team collectively shall have at least three (3) years of experience with software development and/or IT infrastructure hardware and network knowledge.
- The Team collectively shall have at least one (1) year of experience with Facebook React and Spring Boot.
- The Team collectively shall have three (3) years of experience developing, documenting, and reviewing technical requirements and designs.
- The Team collectively shall have three (3) years of experience with JIRA.
- The Team collectively shall have three (3) years of experience with performing code review and analysis.
- At least one (1) staff member shall possess a Certified ScrumMaster (CSM) certification.
- At least one (1) staff member shall possess a Project Management Institute Agile Certified Practitioner (PMI-ACP) certification.
- At least one (1) staff member shall possess a Project Management Professional (PMP) certification.
Desirable Qualifications:
- At least one (1) staff member shall have a minimum of three (3) years of experience working with Infrastructure as Code and Dev-Ops methodologies.
- At least one (1) staff member shall have a minimum of two (2) years of experience working in Open-Source Software and Cloud Native Technologies.
- At least one (1) staff member shall have a minimum of three (3) years of experience implementing Salesforce.
- At least one (1) staff member shall have a minimum of three (3) years of experience in working with Aurora PostgreSQL DB.
- At least one (1) staff member shall have technical experience with AWS hybrid cloud environments.
- At least one (1) staff member shall possess an AWS Solution Architecture professional certification.
