Minimum Skills:

  • At least fifteen (15) years of working Information Technology (IT) experience in the positions of technical lead, system analyst, software architect and/or software developer.
  • At least ten (10) years of working experience with large organizations similar in size to CalSTRS using software/systems/applications to automate complex business processes.
  • At least ten (10) years of experience incorporating an industry standard open and non-proprietary Software Development Lifecycle (SDLC) methodology to lead and manage various technical aspects of software development projects, including working collaborating with an organization’s IT division and enterprise architecture unit and following applicable enterprise IT standards, policies, processes, procedures, and best practices, etc.
  • At least five (5) years of experience within the last ten (10) years, as a technical consultant, planning, managing, and working through the technical implementation or software development of technology modernization project(s) that using Microsoft and open source technology stacks.
  • At least five (5) years of experience within the last ten (10) years, as a technical consultant, planning, managing, and working through the technical implementation or software development of technology modernization project(s) that used Mobile frameworks.
  • Bachelor’s degree in engineering, or related fields from an accredited or government sanctioned college/university. CalSTRS reserves the right to request a copy of the proposed person’s diploma.

Desired Skills:

  • Five (5) or more years of experience leading and developing a project involving JavaScript frameworks.
  • Five (5) or more years of experience providing IT consulting services to a California State agency.
  • Five (5) or more years of experience leading and developing automation test cases using Test Automation Frameworks such as Robot Framework.
  • Three (3) or more years of experience leading, architecting, and developing applications on cloud platforms.
