Required Skills:

  • At least ten (10) years of experience providing enterprise or organizational change services, business analysis, and technology consulting services, as evidenced by a one-page narrative, containing a detailed description of specific work experiences (including dates and locations) which meet this requirement.
  • At least five (5) years of experience, within the last twelve (12) years, producing change management artifacts, graphics, materials and communication.
  • At least five (5) years of experience, within the last twelve (12) years, planning employee readiness tasks with a primary emphasis in staff/leadership change management and a secondary emphasis in change associated with procedural and tactical functional adaptation.
  • At least five (5) years of experience, within the last twelve (12) years, collaborating with existing project and organizational change management teams and efforts to ensure and strengthen consistency.
  • At least five (5) years of experience, within the last twelve (12) years, with pension/retirement processes, business rules, and impact of pension/financial business operations and customer service.
  • At least five (5) years of experience, within the last twelve (12) years, performing change management for pension administration systems and/or public sector/government agencies.
  • At least five (5) years of experience, within the last twelve (12) years, using industry-standard and best practices for organizational change management and/or continuous improvement (e.g., Six Sigma, ADKAR, Kotter).
  • Bachelor’s Degree in information technology

Desired Skills:           

  • Participation in the transition management for the implementation of two or more public retirement projects over the last ten (10) years of similar scope as outlined in Exhibit A, Statement of Work.
  • Knowledge of the business functions performed by CalSTRS, including, but not limited to:
    1. Pension Administration
    2. Financial/Accounting
    3. Public Retirement Benefits
    4. Information Technology
  • Experience in developing and implementing employee readiness plans that minimize change resistance and maximize stakeholder engagement that result in successful adoption of a new system of relative size, scope and anticipated impact as the Pension Solution project.
  • Experience mentoring and sharing knowledge with public agency employee staff and leadership.
  • Expertise in personnel communications and support in efficiently managing the “people side” of organizational changes on projects with diverse labor pools, competing priorities with respect to maintaining existing operations while preparing to utilize a new system and processes, including union and non-union personnel, and other factors.
  • Experience in the creation of effective communication materials and skill at developing communication messages targeted to particular stakeholder groups.
