Mandatory Qualifications

• A minimum of three (3) reference engagements with a combined total time of two (2) continuous years within the most recent five (5) years. Each referenced engagement shall demonstrate the experience and qualifications in providing services with budgets of $250,000 or higher to include a minimum of two (2) of the four (4) of the following:

1. Conducted requirements analysis to develop functional and technical requirements, and Requests for Proposals for IT projects.
2. Performed system evaluations and fit-gap analysis to develop acquisition strategies.
3. Performed quality assurance (QA) and independent validation and verification (IV&V) of RFP requirements, including functional and technical requirements and statements of work.
4. Developed business, functional and technical requirements, statements of work, and change management services.

• One engagement within the last five years gathering and documenting requirements for an enterprise software solution.
