Technical Lead

Mandatory Qualifications:

  • A minimum of five years of experience providing IV&V services within the last 10 years. Examples include the following tasks:

(a)   Has been responsible for conducting complete lifecycle IV&V for complex systems.

(b)   Conducted thorough software testing at various levels to ensure that the system fulfills its requirements and is in accordance with its design intent and applicable standards and conventions.

(c)   Conducted system verification and validation by examining the correctness, completeness, reliability, and maintainability at each step in the development process to identify flaws or errors as early as possible in the typical five-phase software development life cycle (SDLC).

(d)   Observed and assessed tools, artifacts, and activities relating to design, development, coding, testing, databases, and project management.

(e)   Performed assessments of business, technical, and enterprise architecture artifacts, tools, and environments.

(f)    Developed IV&V monthly activity reports.

(g)   Conducted risk and issue list reviews.

(h)   Performed requirements traceability matrix analysis.

(i)     Performed system requirements evaluation.

(j)     Conducted system test assessment and verification; and

(k)   Developed IV&V task reports.

  • A minimum of two years’ experience working in a technical capacity on IT projects similar in size and scope to the UPMSR Project.
  • A minimum of five years’ experience aligning IT systems with organizational business processes. At least four years of that experience must have been in a lead capacity.
  • A minimum of five years’ experience within the last ten years providing assessment of business, technical, and enterprise architecture artifacts, tools, and environments, in accordance with IEEE Standards [IEEE-STD 610 & IEEE-STD 1012].
  • A Bachelor’s Degree in an IT-related or Engineering field (provide a copy of the degree to verify). Additional qualifying experience may be substituted for the required education on a year for-year basis. Four years of experience can be substituted for a bachelor’s degree. The substituted experience must be in addition to the required years of experience. Example: If the Experience requirement is five years, and the individual is substituting four years of experience in lieu of a Bachelor’s Degree, a total of nine years of experience is required.

Desirable Qualifications:

  • Provided IV&V services for a project of the same or greater size and complexity of the UPMSR Project that was reportable to the CDT and had to meet requirements as identified by the SIMM Section 45 (California Information Technology Oversight Framework). Examples of documentation completed by the Technical Lead according to the requirements in SIMM Section 45 must be provided to verify.
